Login to the Hosting Control Panel

Scroll down and click the Remote MySQL icon in the Databases section
Enter the your local IP Address in the Host text field and click the Add Host button

The mySQL server IP address is the same IP address your site is hosted on, over port 3306
To find this address, ping your web site (http://www.anysitesupport.com/how-do-i-ping-a-web-site-address/)
Or simply view the Shared IP Address in the stats section of CPanel (http://www.anysitesupport.com/how-do-i-logon-to-the-hosting-control-panel/)
